I found a workaround: making a Shout a Favorite somehow “unlocks” the Shout so you can actually really unlock it. After the first one is unlocked, others will work without having to Favorite them as well. Im gonna stick this on the article if someone else has this problem in the future.
These are for PC but its all i can find and they may work. If you changed the controls (at all not just the unlock button) set them back of default, or un equip any shout you have ready make a new save turn the system off restart with the new save and try unlocking the shouts from the bottom of the menu up. I know this is an old thread, but now Im having the same problem with my new character. Last playthrough (which is still sorta current, because I havent deleted that save on my 360), I walked around Skyrim and found words before doing the “Before the Storm” quest in Whiterun, and killing dragons after the quest to unlock the words worked just fine. But, this time, Ive got 4 Dragon Souls and four Shouts and the game wont let me unlock them, saying that “You need Dragon Souls to unlock Shouts,” whenever I try to unlock the Words I have. This didnt happen with my other three playthroughs, so any help would be appreciated. (edited by Leea)
The defualt hotkey for R in the game sheaths your weapon. It also unlocks spells in the shout menu. If you changed your hotkey for sheath weapon, in my case to Z, that will now unlock spells. This is not reflected in the shout menu however, it will still say R. Ignore that. Skyrims great but still wtf sometimes. (edited by A Fandom user)
